My Lord Duke,
With reference to my despatch No.85 of the
5th of March, I have the honour to inform you that Mr.
Perkins will take the vacation leave for which he is
eligible before retirement and will begin to draw pension on or about September let next.

After very full consideration I have come
to the conclusion that I cannot recommend that the vacancy caused by Mr. Perkins' retirement should be filled by the promotion of an officer of the Public Works Department of this Colony and I should be glad therefore if Your Grace would take steps to appoint a successor from some other quarter. It is very desirable that he should arrive as soon as possible after September 1st.

Both Mr. Chatham and Mr. Perkins before being appointed to be Directors had long experience in Hongkong and in consequence each of them has been able to take a much larger share in the detailed work of the department than would be possible in the case of an officer| fresh to the Colony. But in any case I am convinced that a change of system would be necessary as the department has now grown so large that it is impossible for its head to take such an active share in individual works as has been done by the last two Directors and I propose to take
